China is intensifying its efforts to ensure a stable electricity supply while supporting the growth of private enterprises, according to an official from the National Energy Administration (NEA) on Thursday.
Supporting Private Enterprises
At a press conference held by the State Council Information Office, Song Hongkun, deputy head of the NEA, outlined new measures designed to support private enterprises in electricity generation and usage. These initiatives aim to create a favorable business environment, which is seen as essential for the healthy development of China’s private economy. The NEA will focus on reducing electricity costs for businesses and providing targeted services to improve energy efficiency, Song said.
Improving the Business Environment
As part of ongoing efforts to support the private economy and ensure access to reliable electricity, China has introduced a comprehensive plan to enhance the business environment. This includes measures for private firms to connect to the grid more easily. According to a guideline released on Tuesday by the National Development and Reform Commission and the NEA, energy authorities and grid operators will work on improving electricity connectivity. The goal is to create a modern, efficient electricity service system by 2029, the Xinhua News Agency reported.

The guideline outlines 14 key areas to enhance electricity services, including expanding “zero-investment” low-voltage electricity connection services for private enterprises. Additionally, it introduces strict timelines for completing connection procedures. Free Electricity for Private Enterprises
The new guideline also includes provisions for private enterprises, including individual and rural businesses, to receive free electricity services. This policy aims to increase the number of beneficiaries to about 1.5 million within the next five years. Power supply companies are encouraged to provide free services such as electricity monitoring, energy efficiency consultations, and energy-saving solutions to help private firms lower their production and operational costs.
